Default Loss of power/fueling in OD

Hello,
i have a 97 3500 with the 12v and auto tranny. The last couple days ive noticed that once over drive engages there is zero power until higher RPMs. The truck accelerates but extremely slowly no matter how much im outting my foot down. I have been screwing with the governor arm a bit and got to thinking it may be getting caught under the fuel plate but it is only an issue in overdrive. Im fairly certain i have a small air leak in the fuel system too but again, i dont have any issues through the other gears. Does this sound like a fueling issue and if so where should i start looking? If its the transmission im not worried but given that the truck only started doing this since i had the pump cracked open im concerned i screwed something up.
