Crankcase breather. It looks like you need a new one. Normal maintenance item. It's part of the positive crankcase ventilation "PCV" breather system. It goes to the air filter housing. It allows blow by to be burned off by running it into the intake. In town, the PCV valve draws oil vapors out of the valve cover and feeds it into the base of the throttle body. At high speeds, you make more and it gets diluted by the PCV closing and the vapor then dilutes into the intake.
