Default rpm raise in OD when cold??

Hey guys, I've noticed that when my motor is below 200F that every once in a while once the motor drops down into lockout in OD that if I push down harder on the gas pedal, I can get the rpms to raise from 1500 to about 1800..... It doesn't kick into the next gear, just raises rpms slightly. Haven't noticed the problem when the motor is warm(above 200F). Any ideas? Maybe a bad TPS, or sensor in the tranny? Is there any adjustment for the lockout in OD?
