Check the spark and fuel sync with a timing light, See where #1 fires on the balancer. Did you get new plugs?

yes it is. Not sure on pcm part numbers tho.

There should be a sticker with the part number on the PCM under the plastic cover, if the plastic cover is still on there..

Ok so crazy outcome to this issue. After all the crap with this thing I decided to try one last thing that my mind ruled out seeing I could get it to run half fast on ether. I pulled the upstream 02 to check to see if I had a plugged cat and sure enough the damn thing started. I woulda never thought a cat would cause a no start but sure enough it did.
