Default 95’ 2500 instrument cluster not working

Hey, so the only gauges on my cluster that work are the gas and temp gauges..
Im trying to diagnose whats going on so i pulled the cluster and found corrosion in the paper copper thing… pcm i heard it called?

could this be the cause and if so, can i fix it somehow?

The picture shows the traces for warning lights, washer fluid, ABS and something else. These would not cause gauges not to work but there might be corrosion in other places. In any case the PCM (powertrain control module) is something different. You could get a cluster from the junkyard or eBay and make one working cluster out of the two. Or just replace if you don't care about the odometer.
