yes iwas hopin some one could tell me if its a fuse or what??

Well, start by checking the fuses.

What is an obd2 snd stereo? And have you checked the fuses?

I would start by checking the IOD fuse in the dash fuse panel. Its the special one with a holder. This control ignition off power, the radio memory wire is one and if its not powered the radio will not turn on. I would assume the OBD port would also have power key off.

Vehicle info would help. And I would think you would have already checked the fuses before posting.
