Default 1999 ram 2500 gas. Transmission will not shift into third gear. Fluid is in “ok” rang

Fluid is in the ok range in neutral. Fluid doesn’t smell burnt and is red as is should be. The truck sat a few years and needed a head gasket. I rebuilt the motor and am not a transmission guy. Any help or ideas would be greatly appreciated. I’m thinking I’m going to pop the pan off and change the filter and put new fluid in. Thanks

Before you pop the pan off, have you scanned the PCM to see if you have any stored transmission codes in the PCM?

I checked my obd scanner and it had a code for an 02 sensor. But that was it so no codes that I know of. I will check those links u added. Thank you
