Default 1998 ram 3500 no power to window circuit breaker

Help, I have my power window problem traced back to the 30 amp breaker in drivers side fuse panel and no power to breaker. Trying to access the back of the drivers side fuse block to further chase the issue is a serious challenge as the plastic lower dash is a nightmare of a project to remove. The wiring diagram that I found on line just shows 12 v + coming in but not from where. Is this circuit fed from the ignition switch or some relay I don't know about. Also next to the breaker is a blue relay that isn't shown on the fuse diagram. This blue relay seems kinda loose so if it's in the window circuit could be my problem. I love my Dodges but why did they make it so miserable to access the back of that fuse panel?

The window circuit breaker and a bunch of other things in the inside fuse panel get power from fuse 2 (30 A) in the Power Distribution Center (under the hood) via the ignition switch. Check if the black/orange wire coming out of the ignition switch has power in the "run" position. Also check fuse 2,3,7 and 18 in the inside fuse panel for power when in "run". They all should be dead if the problem is indeed upstream of the inside panel.

Thank you so much, That is exactly the info I needed to chase this down.
