Default Bumper change

I have an ST basic package. The air dam is cracked and there's 3 rusty screws holding some other plastic on (previous owner). I think it's ugly as hell but I'm not sure what to do about it:

Is it going to be even worse if I take off that plastic & airdam? The black plastic along the top of the metal bumper is not fitting properly either. Would I be able to affordably swap over to one of these beauties? Does it just fit on top of the metal bumper? That would give me some fog lights too and looks way better. What colour would be better black or red?

Sorry for all the questions!.. Any ideas/recommendations are appreciated.

Its actually a completely diffrent bumper and the plastic part kinda "lays" over it. If you get one at a junk yard though its doable. Everything is possible.

Figured there was more to it. There's one at a junkyard but it's an hour away. [>:] Can't wait to get one[8D]. The plastic parts I have on now are all loose and bent like it wasn't installed properly.

I did it to my 99 Ram with all new parts cost around 2gs with paint. Make sure that you get all brackets if getting it from the yard. Everything is different.
