my 99 Tahoe has been doing this ever since I had the fuel pump replaced about a year ago
when I start the Tahoe I let the pump run for a few seconds before I crank it but unfortunately it makes no difference
would I be money and time ahead to replace the filter first? either way can you point me to repair instructions for pulling the filter and pump?

A few things to do before replacing anything...
First, swap the fuel pump relay with another of the same type, preferably not another engine control related one, find a headlight one or something withthe same #...just need to swap it with a known good one to eliminate the relay being "lazy" when cold...
Second, you may want to buy a fuel pressure gauge to confirm this, internet diagnostics are not the greatest, it's best to experience things first hand...follow service manual instructions for checking it, there may be no schrader valve, may have to tap inline...
Third is to ohm the injectors...one could be leaking, not allowing full pressure on startup...I'm unaware of specs on them, the manual should have that.
If you want to replace the fuel filter, be prepared for about $350...it's also part of the fuel pump/sender assy., I'm 99% sure of that. Being a 96, the easiest way to replace it would be to remove the bed after disconnecting anything attached to it...least chance of damaging any rusty fuel or brake lines in the area...or, run the truck around 'til you're almost on empty, then disconnect everything from the tank, have a floor jack with a 2x4 on it to steady the tank, and lower it down...
