Default Q about beadlocks

So I was sitting around talking to a friend and he asked me why beadlocks are not street legal and it was then that I realized that I did not know. So could someone please tell my why this is?

I could take a stab at it and say that those beadlock manufacturers don't pay the money required to test and officially certify their wheels as DOT approved. I have heard this before, but never myself actually researched it. just a thought.
On a somewhat related note, I have had several doctors tell me that the only difference between "anti-bacterial soap" and plain "soap" is the testing they do on it. Both wash away the same amount of germs.
