Because that's where it's been since the 60s...since the first LA engine was rolled off the assembly line. Oh, and also because it needs to be driven via a gear from the end of the camshaft.
Kind of hard to put that gear anywhere else on the shaft, since there are lobes there to run the valves.

psssh, you know whats fun? having both of the screws that hold the cap on snap off, leaving threads in the holes, then having to pull your whole distributor out to drill em out!
