my rear axle locked up left wheel while backing out of parking space...better that than 70mph on hiway I guess

 

If you're talking about the brakes, yes, Dodges and Jeeps are well known for the brakes locking up easily when cold and wet. Dragging the brakes very lightly seems to get rid of it. Durangos are terrible for some reason.

 

He might have heard about the newer 1500's where the axles lock up. I know there was a recall with the 2009-2011 or something like that where the rear end would lock up at highway speeds and cause a wreck. That's likely what he heard.
