Default power loss?

ok i have some questions. I have a dodge 1997 5.9 liter dodge 4x4.
From stock how it sits does it have a body lift already on it? just wondering because it sits higher then most trucks. also would there be a huge powerloss when trying to run 33in tires on it? i have 265's right now i guess thats about 30-31in tall. Will it look good with a 4in lift or will that even look any different? I'm trying to get new tire and rims and do not want to lose to much power. I am buying exhaust and headers but i do have a spending limit. what will be the cheapest 4in lift if that it is worth it? Tires and rims are going to be about $1200 estimate and headers and exhaust add all that up thats about what $1800? I'm just trying to figure out if its worth a 4in lift?

Cheapest 4 inch (which is advertised as a 4.5 inch lift) is made by Tough Country.
Trail master also makes a 4 inch lift which is nice because it uses a relocated lower arm, a bit more work to install(and the truck cannot be returned to stock).
Yes you will lose bottom end power going to a 33 inch tire...and"budget"mods will not make the loss.
You'd know if you had a body lift? Longer pucks o under the body mounts, etc?
