Default help! Starter/blown fuse issue

OK, my brother in law has a 94 1500 Sport 2WD, 360.
When we try to start it, it will click a couple times, then one of the 40A Ign fuses will blow after about 5 secs. Does it every time.
Battery checks good with 12.31V, battery connections look good and clean. Unfortunately the front of the truck is buried in snow (damn snowplows), so we havent had the chance to dig it out to get underneath it to check the starter.
Just wondering what is on the starter circuit that could be blowing a 40A fuse.

Any ideas? HELP! Please!!
Thanx

probally corrosion on the starter terminals are causing them to cross circuits. from road salt and just over time. probally just needs a new starter and the connections cleaned

the solenoid is shot. putting that much juice to something that doesnt have the strengh any more is gonna pop fuses. its better than catching the electrical assem. on fire.

solenoid or starter or something is grounded out, allowing the full battery load to go to ground, which in turn blows the fuse.
