Default 99 Ram Sport 1500 4x4 Brake Problems

I have enough brake power to stop normally such as coming to a red light. However I have no extra brake stopping power if I needed to make a quick/panic stop. It will just slowly come to a stop.
I have replaced the rotors, pads, flush & filled brake fluid including bleeding, inspected the hard rubber brake lines for expansion, adjusted (very little worn) rear brake pads, inspected the drums for warp, vacuum tested the power booster and check valve and engine vacuum. And this "Dodge" still wont panic stop or stop with "authority".
I have Rear Wheel Antilock only and theDEALER says my slightly larger tire size (265s vice 245s)cannot be programed in to the RWAL Controller, but the book says when you replace the RWAL make sure you program the correct tire size into it before installation. The only thing I can think of is the RWAL controller is thinking the wheels are moving slower (because of the larger tire size) and not allowing the proper brake pressure needed to be applied when braking at a given speed.
I do not have hydraulic brakes.
Anyone else with this problem? Please help, Im a goin nuts!!!

How much did you adjust the rears? The fact that the shoes show very little wear is your first clue. Make sure they are adjusted out just short of dragging.

The RWAL is not a proportioning valve ... it is a dump circuit. It senses when the rears have locked (via an excessively rapid drop in rear axle speed) and releases SOME pressure. You'll feel it happen ... the pedal will sink.

It sounds like glazed linings but you said the front stuff was all new. How well did you clean everything before reassembly?

EDIT: What do you mean ... you don't have hydraulic brakes ... what DO you have?

kinda sounds like the rears are not adjusted up tight enough and the front is doing all the work. try adjusting them up where they drag heavy and then back em off just enough. another suggestion is to put on a larger rear wheel cylinder from the 1 ton GM. lots of posts on that with part number and everything - search it out.

At the house ... rebuilding my 15 year old's computer. I usually don't get on DF during the weekend ... the wife complains that I spend too much time on the computer ... she's right.

So I wait until I go to work to catch up ... that way I get paid, too.
