3500 1991 Dodge truck

I have had a problem with the truck when I go to start. I live in South Florida so when I start up the engine is cold(as cold as it could be here) I step on the fuel and it bulks and have NO get up and go. I have to turn it off as I am driving or pull over, as to not get rear ended, due to the speed just isn't there. anyone with suggestions[:@]
