Sounds to me like he clear coated them himself, with like spray paint clear coat.

Yes, they are. They looked awful and I removed the original clear, polished the hell out of them until they shined and then cleared them with VHT wheel clear coat

Watsup, guys? Cleaned up the truck a bit today..tire shine always makes me smirk. Got some Rancho Rs5000's to replace my "lemon" load levelers I got last year. These things ride great, I love them. Install should have taken a half hour but my upper bolts were seized in the sleeves of the shocks. The bottoms came out with a center punch and hammer but one of the tops I had to cut with a sawzall. I'm over it now..got new grade 8 hardware for all four shock bolts and used locking nuts up top. Was able to get a stubby wrench up in the shock mount for the tops which originally had a weird locking wing style nut.
