Google search a free program called PhotoRazor, it resizes all types of pictures without changing the originals. It's what I use, hope it helps!

Irfanview is what I use. It's great all round small immage viewing and editing program. And it's free.

Probably overkill but I made a macro with imageready that I just drop a folder of pics onto and it resizes them to 1024x768, optimizes the compression for web viewing then saves them as copies, then it does the same to make smaller thumbnails. Very easy to make the macro if you have Adobe imageready.
