Well you will just have to make the holes yourself

I am sure if you look on the back side of the bumper you might find the areas where the holes are to be placed, like little reinforced areas with outlines where the holes would be.

Quit trying to slack off...

Maybe just a big blob of silicone and some duct tape..that'll hold it....

I think my old front bumper is still sitting next to the garage at home, that had the chrome strip on it, when I go home for Thanksgiving break I could try and snap some photos of the back of it, probably wouldn't be to hard to make the holes yourself and install one.
