Most frames rust on the surface, not a problem usually.

Surface rust/corrosion is not covered by warranty. They will point it out in their warranty book (http://www.dodge.com/crossbrand/warranty/?brand=) and laugh at you.
The corrosion warranty is for holes from rust or other corrosion.
Just clean off the rust (that you can see, or where the paint is bubbling), wash the underside, and undercoat it.

Yah I had the problem as stated in a thread here months ago with pictures. I took it to the dealer and they jumped right on it under warranty. They had it at their at body shop and gave me a loaner. It cam back like (better) then new. They took the bumper off and cleaned up the rust on the center support and even the radiator supports. They used an inhibitor on it and then a seam sealer and primer then paint. They did the job the factory should had done.

I think every 05-07 (and maybe the 08-09) Dakota has that issue.

Yup, mine has done the exact same thing! The dealership should cover it under warranty if you are the original owner. Took mine in to the local Dodge body shop and they said the paint and body warranty only applies to the original owner of the truck! They took pictures and said they would send it in to Chrysler and see if they would cover the repairs. Never heard back from them.
