Default Front bumper!

When i walked out of canadian tire today my front bumper looked a little funny. Turns out some *** pulled a hit-and-run. I got a better look at it when i got home and there is a metal plate behind the bumper cover that is all bent to hell. So im wondering if that plate is part on the cover, or part or the frame? And now i need to find a new bumper.....people suck!

I believe it is part of the frame. Don't worry, he'll get his. Karma is a b*tch!
