any ways its your bumper cover thats rubbing. not your fender.. no hamer or come-along needed. from what i can see your splash guard is cracked. which also holds your bumper cover up that little peice that kinda hangs out over the guard is also part of your plastic absorber... th guard slides in behind that in a slot on the absorber..where the bolts run through and kinda clamp it all togeather to hold it in place... chances are the bolts ripped through the guard and is not holding it properly or the absorber is cracked you would hafta remove the cover or poke your head up undernieth and look to see if its cracked. if not then like i said loosen it off and try and pull the side out to line up coorrectly. check and see if the bolt holes are torn. if they are you could try and and patch it up with jb weld dunno how long that'll hold though or re drill some hole or try and place it in and re tighten down the bolts and see if she holds.... though with that cracki dunno if it'll hold it in place.... but its worth a first and secnond shot..
i completly anialated my splash guard and gracked th absorber to the point where the fog light was hanging by i dunno what... lol i got fed up and drilled throughh the the top of the bumper and into the fender and ran a bolt and nut to hold it in place it worked like a charm... i dunno if thats an option you wanna look atPICT00653.jpg?t=1272100895
the bolt eventually fell out so once again got fed up and through a zap strap in there the reason for the gap and to show you how the cover kinda hold the absorberPICT0075.jpg?t=1272101254
thats how far it hang down with out the cover or spalsh guard for support after the absorber had cracked like i said anialated lol

Found the problem, the bar supporting the fender is bent on the inside which is holding my splash guard out of place and since the bumper is screwed into the splash guard that is also going to remain out of place.
