Default A/C Fuse Help

Does this fuse (I think it's 11) only get power when the A/C is on? I want to use a fuse tie-in as an alternative to having to splice into the A/C Condenser wire for my E-Fan Controller.

pull the a/c relay out and just put the end of the wire in the hole that i have circled and shove the relay back in.
