I had to screw mine in when I had the stock bumper on the rear; the 3m tape wouldnt have had enough to hold on to. I had mine perfectly aligned with the top of the stock bumper. I used multiple metal rulers of the same thickness, and then tapped the holes and used stainless sheet metal screws.
Heres a pic with the bumper off. With it mounted below the bed, and flat with the bumper, the only downside was that you had to be a ways back to see it.

Now that I have my roll pan, I just used 3m tape because it was a flat surface.
For a bar, I suggest the Recon extreme (Click on the 2 pics for videos):
