Mine did not have the jack or tools when I bought it. They had to get them new from the deadlier

 

Mine one finger was rusted, you just need somthing to slide in it and hit it loose, then lub it up. that all I did, and I deal with rust..trust me lol
Also the tools in mine when I took it to the shop slid under the DRIVERS SIDE half of the floor pocket. They thought it wasnt there, But it was there is a "hump" in the middle and the tools happened to go over it, a grabber tool and they got it, sicne the drivers side has no door

 

Mine dropped down perfectly when I got new tires. Now I just took it off and threw it in the shed.
