What does "looking rice" mean to you?
I think dakotaff already nailed it.
You might want to narrow that definition to the ones who put on useless parts that don't make it any faster. With the correct mods I've seen some of those little cheap Asian cars pull over 500hp on a dyno. Granted that's probably far from the majority but it's possible to make some scary power with boost on those little 4 cylinders.

Altair, I got that definition from urbandictionary.com although I did agree with 90% of it! You're right..I've heard of boosted civics pushing 1200 hp and no I am not kidding, unfortunately haha
Well, dont forget thats on forged internals and aftermarket heads and blocks that are strong enough to withstand a small nuclear bomb. They are pushing some crazy boost numbers, and all it does is give them torque steer and wheel spin with anything but drag slicks.
I HAVE NO REMORSE FOR CROTCH ROCKET, OR HARLEY, OR ANY OTHER RIDERS WHO EXCEED THE SPEED LIMIT AND GET KILLED, HURT OR INJURED.
the two guys in the video deserve a good rub with the pavement to bring them back to reality, those are unsafe speeds, and there passing on a double line. the truck driver is defenitly in the wrong, i understand his view, but its WRONG. Ive been in situations where ill be putting along doing 60, and be scared to the point of going into the gravel when the idiots on rice rockets go by me at 100+ mph. those are the kind of people i hope land in a ditch. if you want to go that fast , GO TO A TRACK.
now im not saying im perfect, we all like to bend the rules once in awhile, but i see it to many times. yes i admit, ive sped, passed on doubles, and all this other crap, we all have, but i value my life and others lives and property and i do it safely (lots of roads in NY have double lines when there straight and flat.... )
my biggest grip, is this http://www.wkbw.com/news/local/Deadl...123437224.html
and then people have a out pooring of emotion saying they (the dead idiots) were not in the wrong and were just riding, they were running from the police, with prior records including running from the police. i feel bad for the truck driver who ran there ***** over.
/endrant
btw, that poor poor titan
I've seen video of a 1000+hp drag Integra, the size of the turbo on that was insane. Not exactly street legal though, there was no exhaust past the downpipe and that exited out the side right up front.
I don't think you mean that literally, I think you mean riding without due consideration for prevailing conditions, and I agree with you there. But accidents are rarely caused by exceeding the speed limit in and of itself.
Other than bopping through the villages and towns or in front of a police car I don't actually recall riding at or under the limit. Ever. Do you actually ride at the speed limit? IMO that just creates a dangerous impediment to everyone else on the road, encouraging dangerous passing out of frustration.
