Default Speedo sticking

2005 Dak the speedo sticks at random points while driving. I could be at complete stop and it'll say I'm at 60mph. I was wondering which to check first, the speed sensor or the cluster. And also how to go about both of these. Is there anything else to check? Thank y'all.

Years ago my speedo would occasionally stick at zero until I flicked the clear plastic panel hard.

Hasn't done that for years now.

What's probably happening is the needle was pushed on a little to much, and is sometimes resting on the gauge face. I had that problem when I put in the Black Cat gauge overlay. At first I pushed the needles to much and they (I'm not exactly sure which ones) would either stick at certain points or move in kind of a jerking motion. I had to open up the instrument cluster and back the needles away from the face a bit. It wasn't to much of a PITA for me, because I took it all apart in the first place and caused the problem to begin with.
