Welcome to DF. It clips in. Just start prying. It will leave a bunch of ugly holes in the bumper though and once you get it removed, it will be dang near impossible to re-install it. Why do you want to remove it?

I heard there is paint to "smoke" chrome to a dark finish, I would go with a accent color over body like Black, or such. But that just me, I replace my chrome light with black, cant stand chrome either. but my bumper is the Flexible grey plastic so no chrome.

Thats what I used, the chrome "smoke" stuff. Honestly it looked like **** up close, probably cause it was my first attempt at painting trim. I did not prep it good enough. When I was done, it was one of those paint jobs that looked best on a rainy night with a weak flashlight.....lol....luckily I was able to remove it and honestly, when I was done, the chrome strip added a bit of flair to my truck. I actually preferred it chrome. Kinda tied in the chrome clad wheels and chrome side edge guards to the rear bumper. A hint of chrome all the way around. With that deep blue paint.....Subtle.
Damn I miss that truck. It would haul frickin a$$.
