Default Water in the fog light housing

So, last summer, i did some wheeling which included a little stint in some wet mud, nothing too deep but enough to slosh around the bottom of the frame, came out with a bunch of mud and grass all over the frame and in all nooks and crannies, took many hours with a pressure washer to clean the truck and myself after that one. Anyways, after that trip, i noticed some muddy water in one of the fog light housings. This water blew the bulb. I had a dead bulb before (other side) and replaced with some LED bulbs (68 SMB to be specific, super cheap from china) and noticed that the water burned out that one. I ordered a new one. When it came in, i tried to get the water to come out, and couldn't. So i took some paper towel and soaked up all that i could. That housing was never as bright as the other one, i figured some dirt form the mud got on the reflector, but hey, it's good enough.

Now that everything is melting around here (sort of, it's freezing again down to -20 C -4 F overnight) i noticed that there is an abundant amount of water in the housing again. About as much as before i soaked up the water with paper towels when i swapped it out in the fall.

What could be causing the water to keep getting in there? What can i do to get rid of it and stop it from getting back in there? Will i have to replace that housing to really clean it completely?

And how does one replace that housing? I removed the bolts at the back of it and dislodged the tabs in the fall when i replaced the bulb but i couldn't get it out of the location because the hole in the bumper is too small for it to come out that way, so all i can see is to remove the bumper cover which is too much work just for one fog light. I might as well find a buddy with a welder and fab one like EVguy has.

Pulling the cover off is the only way to get the housing out. It is mounted a bracket that clips in from the front.
I would assume the 08+ would be a similar idea.

In the pic you can see where the fog light bracket mounts into

Heres the backside of mine. Mine originally didnt have fogs, so im not sure if factory has the screw, i put it in the keep it from moving.

Thanks guys.

In removing the bumper cover, how do you remove the 4 bottom bolt/screw/push in things? I tried to remove them once and they didn't seem to want to come out. Is there a trick? And other then those and the ones around the wheel well, is there anything else i have to do to get the bumper cover off? It was last fall when i had attempted and starting to get cold out so i didn't want to keep mucking around with it.
