I think my problem is solved. For anyone else that may have this issue, there is a replacement tailgate protector. This one on ebay http://www.ebay.com/itm/360616625774
is made by Westin/Wade (#72-01487). I emailed the seller to confirm that it comes down on the outside to cover the bolt holes. Mounts with 3m tape. I have one ordered.
