Dash lights going nuts

Default Dash lights going nuts

I posted this on here before and was told the battery needed replaced.
We got a new one, it slowed the dash lights a bit but they are still doing it.
We have the alternator and starter tested, they both came back at 100%.
My question is, could this be caused by the CTM?
I posted a video of what's happening.

I had to educate myself on what a CTM was, since it controls those chimes that does sound possible. You know how those electrical gremlins are though, it can literally be anything.

Check the simple stuff like chaffed wiring, grounds for corrosion and such is the only advice I have. Hope you figure it out.
