Tapping/clicking from Oil filler neck??

Default Tapping/clicking from Oil filler neck??

Have a ticking/clicking coming from the oil filler neck area. I have listened all around using the wood dowel trick. Valve cover is quite, engine block is quite, but the minute I touch the oil filler, its very noticeable, audibly and even when I grab the filler cap I can feel the ticking. I'm just confused that the valve cover is quiet. I did already fix my exhaust manifold leak so that's out.
Any help is appreciated.

The PCV valve on the side of the filler neck (air hose connects to it) has an internal spring-loaded plunger that gets pulled open from intake manifold vacuum...Maybe the internal plunger is getting sticky, causing it to "snap" instead of operating freely, and the PCV valve is due to be replaced?
