Default Vacuum line needing a home, is this by chance related to my air vents not working?

Here's the vac line I found just hanging with no connection

1997 Dakota.....only have defrost vents working, it won't cycle to the dash. Research taels me its a potential vacuum line, upon inspection under the hook I found this line just dangling.

First question is can someone tell me where it goes and Second if this not related to air box what's my next steps.

First Time Member - Much Thanks

1997 is 2nd Gen, not 3rd Gen. Post it in this forum: https://dodgeforum.com/forum/2nd-gen-dakota-tech-67/
