Default Grill Guard Install ?????

I have a 2007 Dakota 4x4crew cab SLT that I'm installing a grill guard on but I'm having real problems with breaking lose the single bolt on the existing frame as shown in the picture. Is this a reverse thread or is it just me and my impact wrench? What am I doing wrong? I have soaked it in WD40 and can not get this bolt to turn. I am installing a grill guard that came with these instructions which are crap but I'm stuck on this dang bolt issue? Anyone else ever have the same issue and can shed a little light on this?

The book says those are only torqued to 55ft-lbs. Might be big-ol-breaker-bar time.

You have to hold the top and you will probably end up breaking them. Here's a couple threads from the forum talking about how to remove those bolts. I broke both of mine when I installed tow hooks. Dealer only part and they are like $40 each. They are actually body to frame mounts, hence the rubber isolator on the top part.

Also, WD40 is not a penetrating oil. You need to be using something like PB blaster.

This is what they look like.

and use some penetrating oil...but let it sit for a day or so after applying it. Let it truly penetrate.
