How does this option work? Is it only available on the Citadel, or does a Crew or CrewLux have this too?

It doesn't exist in the way you're thinking, its a horrible miswording by Dodge. Yes the mirror is a power mirror, which moves the mirror and heats the mirror and yes it folds in......manually, but it does not have an electronic button that folds them in. So Dodge called it a "Power" Folding Mirrors
