OK, I had another look.
They are the front side lights that come on when the light switch is turned clockwise, one position past "off". They are not daylight running lights – they don't come on with the light switch in the off position – only when the switch is turned clockwise. They stay on too when the headlights are on.
I assume US models have the side lights in the headlamp housing. This added-on light unit seems a bit amateur – it is hardly neatly incorporated. Perhaps it is a legal necessity that has to do with different lamp height requirements?

From your pictures, they looked like lights. I read on the internet where the export Jeep Cherokee has indicator lights on the side of the fenders, so maybe this is something that was put on by the manufacturer at the last minute to satisfy some sort of requirement for this type of lighting?
I also checked some more on those headlight washers. Apparently (according to some posts on a couple of websites), all export vehicles must have auto-leveling xenon lighting and headlight washers. I read where this was the case in England and Australia, as well, so again it must have something to do with the satisfying of some sort of requirement for exported vehicles. I assume that these must be safety mandates that must be met before the vehicle leaves the United States, but who knows for certain.
