Feedback sound

Anyone having a feedback sound. Stereo off and driving a about 30mph. I also hear almost like a cd in playing in the stereo but no cd is in the stereo. I mean like a cd is spinning in the stereo but no sound.

Maybe the fan for the hard drive..
