Brake behavior - normal or abnormal?

Default Brake behavior - normal or abnormal?

Went to put on my new rims/wheels today
had each corner up on a jack, one at a time

the front wheels, when i went to torque them with my torque wrench, the wheels spun as i tried to tighten the lugnuts. Is this normal? I've never had this happen on my other cars before.

Basically when applying ~100lbs of torque, i am able to spin my wheels, and when it starts spinning, i can get it go round and round and round if i tried.

Normally Happens ToThe NonPowered Wheels. For Instance A Fwd Car Would Have The Rear Wheels Spin If The Ebrake Is Not Engaged.

Sorry For The Caps. Not Sure Why My Phone Is Doing That.

you must have always had 4 wheel drive vehicles. The front wheels spin on my Vette when in the air

Never had the problem, since my wheels are on the ground when I torque them

I snug them in the air then always let the jack down until the wheels are touching to put the final turns on them.

Absolutely normal. Torque wheels when they are sitting on the ground
