Default 2nd Row Seat - Won't Fold Up - locked down

I have a 2014. When I try to fold the 2nd row seat back upright from a folded down position, it stops midway, as if hitting a "locked" position. I can lower it back down completely, but only raise it a few inches before it catches again.

We thought it was the middle seat belt causing the problem, but after a few tries, it suddenly folded up on its own. But this continues to happen most times it folds all the way down.

I'm not seeing anything anywhere about this. Before I take it into spend money on having it fixed, I want to make sure it's not a simple fix I can do.

Just to make absolutely clear. The seat begins to lift up smoothly and suddenly you feel it having a very hard hit that prevents it folding any further. As if the seat is locked at that point to go no further. Has the same hard-locked feel when you tug hard on a seat belt and it locks up.
