Default torque value

I have a 2015 Dodge Durango Citadel with aluminum rims, how many torque pounds for the lug nuts? the manual says 130 ft/lb for the spare but the spare is steel.

It does not matter. That's the torque setting recommended by the manufacturer regardless of the wheel material.

My 2013 Durango Owners Manual states 110 Ft-Lbs for the spare and also 110 Ft-Lbs for the "road tire", also referred on a previous page as "aluminum road wheel". Look in the Owners Manual in the Tire Changing section; read the whole chapter (look up the starting page number in the index under Tires, sub-section Changing).
