Question Best way to clean the chrome clads

Washing my truck this weekend and noticed that there is some buildup on the rims that was pretty hard to clean off, actually couldn't even get it off using soap and water.

Whats the best way to clean those rims and take off any build-up on it?

If it is CHROME and not polished aluminum, a fine brillo pad works (on chrome it won't leave scratches)
