Default 3rd gen - Problem with Dashlights and Gauges

Trying to help my brother figure this problem out...
He just bought the truck from a dodge dealer and they are clueless.

2008 1500 4x4 STX (4.7 engine)
Many of the dash lights blinking intermittenly.
Speedo & Tach flip out and sweep to full right and back.
When this happens, cant use the turn signals until it stops acting up.

It sort of sounds as though the cluster is going into the self test mode. If you hold the trip odometer button in with the truck off, then turn the ignition to the run position (don't start it) it will do the self test. Is that how it's been acting up, or is it different? There's a big connector behind the instrument cluster, if you can get to that, make sure the connectors are clean and tight.
