Default Brake controler problems

Hope this is in the right forum. Heres the deal, I have a tekonsha hidden hitch primus brake controler. If I manually slide the brake controler switch my travel trailer brakes lock up the way they are supposed to. I've tried to set it up the way the instructions dictate. The problem is when I'm come down long steep grades towing my travel trailer with two quads on the sled deck going slow the trailer brakes don't activate. Is this because i'm going so slow the inertia sensor in the controler won't activate the brakes?. The truck is a 06 mega cab 5.9 with a manual transmission so I have some engine braking but I need the trailer to work as well so my truck isn't doing all the stopping. Any ideas? setup? or wrong controler for the application

I believe the inertia switch is when you truck reaches excessive speeds like a runaway condition, when going down the hill use the manual slide on the controller to apply the trailer brakes. The way i usually set up my trailer brakes is in a flat parking lot i get the truck trailer going about 5mph and manually dial the controller in so the brakes come on but won't fully lockup.

I've got the same controller (tekonsha), on the left your vertical adjustment must be set... 90 degrees to the ground... so if it's installed level with the ground, the line in that roller should be straight up. The one on the right, is your gain. When you press the brake while stopped on a level ground area, with the trailer attached, it should glow a slight orange (iirc)... If its a bright red, you need to back that off unless you don't want to keep your trailer brakes/tires for very long.
