Default Bumper Time!

Hello, I drive a Black 2004 Dodge Ram 1500 Quad Cab. I am in the process of murdering my truck out. Currently, I have Fuel Hostage wheels, and I will be sanding the chrome studs to paint them red. I am also sanding the emblems/badges from my truck so that I can also paint them red. The rest of the truck will be black. I currently have chrome bumpers, and I want them black. What is the easiest way to remove the chrome, then paint the bumpers black. Should I sandblast/powdercoat the bumpers or should I sandblast/paint them? Im not worried too much about money, but I would like to keep it under 200-250. I have heard Line-X and Plasti-Dip, but Im looking for a gloss black that will last and not scratch/chip. Thank you

EDIT: I already removed the bumpers and the plastic. All I need to do is take the bumpers somewhere and drop them off.

I would say powdercoat. I had my running boards powdercoated and they have a nice glossy black finish and have not had a chip or scratch yet.

I just had mine sand blasted and Line-X-d. I'll have pictures of the running boards and rear bumper up today.
