110$ ticket for no mud flaps well driving down a dry paved road on a sunny 75 degree day.
I say to the officer I have a set at home I just got can I go put them on and come by the police station within 20 minutes to show I put them on? Nope...

Don't get pulled over for something like that in Hawaii. There's a whole separate vehicle inspection (before you can even go for the regular safety inspection) for "reconstructed" vehicles. Mud flaps is a big one that people fail for. They usually don't care too much about that stuff unless you are already pulled over for something (or they are looking for a reason to stop you, specifically). Then, they look at everything, right down to the size of your tires as documented on your Recon paperwork. If anything is amiss (no fender flares/trimmed down too short), mud flaps, height, different size tires, etc., it's about a $300 ticket on top of whatever other infraction you are getting. They also yank your Recon and you have to go through it again, making your vehicle "Recon Legal" and replacing whatever approved parts you changed out after Recon.

If your truck is lifted and /or you have over sized tires with a wide tread pattern then I could see this happening. You don't mention what state you live in?
Its not just the water spray from wet roads that is a concern its the small rocks that get flung out from the rear tires thats a problem. The Honda Accords are notorious for expensive air conditioning repairs from having rocks puncture the condenser in the front through the grille. Ask me how I know.
You can still try to get it dropped by putting them on and driving down to station and see what happens.
