Can't really tell much about it other than it looks? like a part I had on a Mazda RX-7 many years ago. It was located near the fuel tank and itwas a cut-off valve to prevent fuel leakage in the event of a rollover. You did mention that all cars had it - so maybe that should be a clue anyway***

OK Now I know if go's inside or outside the motor It is a cam chain Or Timming belt tension Plunger keeps tension on the belt or chain.
