03 ram3500- steering NOT returning

03 ram3500- steering NOT returning
I have a 2003 Dodge ram 3500 diesel.
We have re-done : ball joints, u-joints, tie rods,steering box and others to correct the wheel from not returning back to center. I keep having to move the s. wheel back and forth to stay on coarse.
The last that we did was to change the steering damper. This made the biggest difference{about 70%} better. But the truck still does not fully come back to center like it used to???
Tracking bar bushings are tight and the front end was allinged twice.
ANYONE WITH A SIMILAR PROBLEM AND SOLUTION?
