03 heater control problems

i own two 03 dodge rams a 2500 and a 3500. i have a problem with both heater controls. when i put them to blow on the floor. it blows out mor on the defrost than on the floor. could this be a control switch problem? or a problem with moving the damper on the inside of the duct work?
