are you talking about the ones with the three wingnuts on it??? if so they do the same thing as an electric for a lot less cash... just not as simple to open or close...

I'm betting he's talking about the cable actuated exaust cutouts...
Pull/push flex cable **** like your bicycle brakes or like a cable actuated auto tranny shifter.
